“New York Landlords Fight as Rent Refunds Loom” via the NY Times

It seems that it may not have been permitted for landlords of tax abated properties to deregulate units based on factors such as capital improvements. Obviously, this is a complicated issue and the article outlines the reasons that some buildings may be in trouble.
